Who's responsible?

Describe the problem and (optionally) where it is. We show the governing legislation and exactly what the official delegation records say — the role(s) the law is delegated to, and whoever currently holds them — with a citation on every line. We don't rank them or guess a single answer. Where the government doesn't clearly name a responsible person, that gap is the result.
